- Increase participation in competitive R&D at local, national, and especially international levels.
- Increase the value of R & D contracts with local and national companies by establishing new forms of stable and lasting cooperative agreements.
- Develop a relational capital base for the Institute, through participation in R & D coordination with companies and institutions and cooperation networks, thematic networks, technology platforms, corporate patronage, strategic alliances, forums decision.
- Increase human resources devoted primarily to developing and supporting R & D, establishing appropriate career paths.
- Define an integrated system of management based on defined standards: quality, R&D, technology watch and information systems.
- Establish procedures to enhance the achievement of R&D results, spin-offs, patents, and licenses.
- Enhance a portfolio of value-added services (technical and consulting services) for businesses and institutions, in addition to R&D activities.
